Job Description

POSITION OVERVIEW: The Vice-President of the Program Management Office (PMO) is responsible for developing, implementing and overseeing strategic program and project management excellence across all company Operations Centers, ensuring the successful "end-to-end" delivery of projects and programs for the company and our clients.

The incumbent will be responsible for aligning the people, processes, measurements, standards, and efforts across the client service delivery chain including: network engineering & design, materials & logistics, wireline and wireless construction and commissioning, end customer connectivity and service delivery & assurance. In addition, the incumbent is an overarching interface between clients and company Operational Centers and ensures optimal alignment and coordination of all other interfaces or points of contact.


  • Ensure the successful end-to-end delivery of projects and programs for the company and our clients, with an initial primary focus on a major turn-key fiber network delivery
  • Senior Executive responsible for program-specific client relationship
  • Ensure necessary dedicated support to each of the Operational Teams
  • Assign Project Managers to major business initiatives, clients and ongoing operations
  • Raise the overall performance of company Project Management
  • Provide improvements to business efficiencies and align operational teams and executive leadership effectively
  • Work with internal and external management and senior-level contacts to keep abreast of and monitor projects, operational decisions, scheduling requirements, and/or contractual clarifications, in order to identify opportunities to ensure successful and timely implementation/execution
  • Ensure client and internal feedback is solicited, researched, prioritized, and actioned with clear and transparent communications
  • Support the ongoing development and implementation of best practices within the PMO for the purpose of achieving business goals and to support the smooth running of projects undertaken by the team
  • Develop and maintain effective escalation management processes
  • Develop and implement processes to monitor, set appropriate milestones and track overall project performance
  • Develop executive and client reporting, ensuring progress and performance is consistent with Client requirements and is representative of company achievements
  • Develop effective resource capacity and utilization reporting
  • Identify and present specific solutions to current project delivery challenges and the implementation plan to remedy existing challenges with detailed expected outcomes
  • Develop and implement relevant PMO internal controls to ensure compliance with business, industry, Environmental Health and Safety and regulatory standards
  • Drive implementation of proactive quality and problem-solving processes
  • Synchronize supply/demand forecasting across the organization;
  • Improve near-term and long-term forecasting accuracy
  • Develop transparent and collaborative processes to produce project schedules and optimization efforts
  • Recruit qualified talent, mentor, coach and train; ensure alignment of talent to project scope
  • Lead and develop the Executive Program Management Office (EPMO) expertise and resources
  • Responsible for change management planning and execution as required
  • Maintain risk management controls, monitor and communicate project risks
  • stablishes PMO best practices throughout the organization
  • Collaborate with other departments as required to execute on timelines to meet the strategic goals.

  • 10+ years experience within the telecom/utility construction industry with full understanding of fiber installation operations required
  • Senior Executive experience within operational and project management, preferably in Utilities and or Telecommunication industry
  • Leadership experience with a sizeable multidisciplinary team
  • Solid understanding of business planning processes and key business metrics to be achieved
  • PMP Required
