Program Administrator 2 (Safety Officer)

Job Description

JOB DUTIES:

Formulates & implements policy & procedures for the Safety and Risk Management program: inspects hospital building & grounds for safety, health & fire hazards; ensures hospital buildings and equipment are in compliance with governmental regulations & departmental guidelines; provides regular inspections and surveillance of the hospital’s environment by inspecting and correcting potentially hazardous situations; assesses the hospital’s life safety mechanical, plumbing and electrical devices for protection; maintains records and regular contact with outside contractors and of the sprinkler systems, smoke detection system, fire extinguishing and other life safety protection systems; accompanies the local and state fire marshal on facility inspections, writes reports and corrective action reports for compliance with the life safety code; assures that the hospital is in compliance with specific standards and requirements relating to safety; works closely with Human Resources, the OhioMHAS Risk Manager, the state of Ohio’s claims management contractor, and the Bureau of Worker’s Compensation on all claims related to the facility (e.g., investigates and assesses all staff injuries, investigates injuries related to patient contact, conducts accident analysis, provides accident and injury data and analysis, attends hospital Transitional Work Program Committee meetings, conducts re-entry meetings for employees returning from work injuries, monitors, submits and posts Public Employer Risk Reduction Program [PERPP] log).

 

Provides program direction by relieving Chief Operating Officer (COO) of a variety of difficult administrative duties: Co-Chairperson of the Environment of Care (EOC) Committee; works with others to develop, monitor and analyze performance improvement indicators/risk reduction strategies for the six functions of the EOC; coordinates with all departments involved in the writing and maintenance of the EOC plans; works with the COO to complete the Annual Evaluation of the Environment of Care and presents it to relevant committees; reviews the Statement of Conditions on a monthly basis to ensure that it is up-to-date; receives and monitors all Recall Alert Notices; reviews Emergency Operations Plan for weather emergencies, evacuations [partial and total], fires, disasters, etc. and provides training to staff in proper procedures; monitors drills to assure safety of all persons; maintains working knowledge of hospital codes; communicates with contractors who are working in the building/grounds about safety.  Continuously & proactively assesses environmental situations, organization policies & procedures, staff, patient & visitor behavior for situations that could pose risks to patients, staff, or visitors, & reports them appropriately.

 

Minimum Qualifications:

Completion of undergraduate core program in business administration, management science or public administration; 2 years training or 2 years experience in supervisory, administrative &/or managerial position.

-Or completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file; 2 years training or 2 years experience in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.

-Or 4 years training or 4 years experience in business administration management science or public administration.

-Or 1 year experience as Program Administrator 1, 63122.

 

Preferred Qualifications:

Ability to develop and lead disaster drills

Knowledge of and/or experience in Fire Safety Management for fire drills, disaster drills code compliance

Knowledge of and/or experience with reviewing bodies (TJC / CMS) documentation requirements
