Job Description

POSITION DESCRIPTION:
Provides support for IHA's Point of Care Laboratory programs through the development, promotion, training and implementation of effective policies, protocols and procedures. Provides leadership and direction in:
Lab Technical Consultant : Is responsible for supporting the IHA clinics that provide Point of Care Testing ( POCT ), ensuring regulatory compliance is being met.

ESSENTIAL JOB FUNCTIONS:
  1. Provides support for IHA's Overall Lab program through the providing train-the-trainer education.
  2. Assists with creating and monitoring tools that insure that all IHA sites are current with annual competencies for all Lab services provided.
  3. Provides support for IHA's Laboratory Services program. Ensures CLIA compliance and coordinates daily lab operations of all IHA physician laboratories. Continually strives to improve laboratory processes throughout IHA .
  4. Serves as a resource and works in collaboration with staff on IHA's accreditation-required policies and procedures in regard to Lab and Lab services.
  5. Regularly performs audits to determine compliance and competency.
  6. Utilizes Health Stream to ensure competency and standardization.
  7. Assumes additional duties as required.

Laboratory Responsibilities :
  1. Assists with meeting certification or accreditation requirements for CLIA . Interprets CLIA requirements and ensures compliance with the regulations set forth by this agency. Attends biannual inspections as needed.
  2. Communicates any changes at the offices to CLIA in a timely manner as needed, such as changes in address, test menu additions or deletions, lab director and name changes.
  3. Ensures that CLIA certificates are current.
  4. Verifies, through regular communication and site visits, that IHA sites are performing testing accurately, and in accordance with regulatory guidelines.
  5. Helps maintain an organizational lab policy and procedure manual; collaborates with offices/divisions on specific requirements. Develops policies and procedures as needed and updates the manual to show these changes. Communicates changes to all involved offices.
  6. Helps with training of laboratory staff and oversees annual assessment at each office.
  7. Assists in managing IHA Event Reporting system for Events related to Laboratory Process.
  8. Helps monitor and periodically reviews Quality Assurance (QA) programs at applicable offices. Reviews findings with the site Laboratory Director and Laboratory Coordinator.
  9. Helps monitor a Quality Control (QC) program that will meet regulatory, as well as manufacturer recommendations. Ensures that QC is being performed and recorded per policy. Helps to develop any necessary logs, etc.
  10. Evaluates Proficiency Test programs and ensures enrollment, if required. Investigates any failures and helps to troubleshoot and correct the cause of the failure.
  11. Takes part in the evaluation and selection of new or replacement equipment. Helps to perform any validation and/or calibration procedures required. Assists with appropriate training for the new test.
  12. Takes part in the evaluation process of prospective tests for cost effectiveness and feasibility. This determination will be made in partnership with the appropriate personnel in the organization. Helps to determine what may be performed at each office, based on the CLIA certificate level that the office holds.
  13. Establishes an instrument maintenance program, if necessary.
  14. Helps to answer billing and coding questions for laboratory-related issues by working with the IHA Coding and Compliance team.
  15. Attends and participates in the Laboratory Coordinator Group meetings on a quarterly basis.


ESSENTIAL QUALIFICATIONS:
EDUCATION: BS degree in Medical Technology, Clinical Laboratory Science or related Laboratory Science field required.
CREDENTIALS/LICENSURE: Certification-eligible or certified as a Medical Technologist with the American Society of Clinical Pathologists, National Certifying Agency or equivalent, required. Must be certified within one year of assuming this role.
MINIMUM EXPERIENCE: One (1) or more years' clinical experience, preferably in a healthcare-related environment.

POSITION REQUIREMENTS (ABILITIES & SKILLS):

  1. Knowledge of federal, state and insurance company regulations and contract requirements affecting compliance in a healthcare setting.
  2. Knowledge of Compliance plan and auditing standards and applicable IHA and Trinity policies and procedures.
  3. A high level of organization and attention to detail.
  4. Ability to analyze complex data to monitor IHA's compliance with our standards, practices and procedures.
  5. Ability to effectively navigate through Electronic Medical Records ( EMR ) and other relevant practice management systems.
  6. Moderate to high-level proficiency in operating a standard desktop and Windows-based computer system, including but not limited to, Microsoft Word and Excel, intranet and computer navigation. Ability to use other software as required while performing the essential functions of the job including EPM and EHR systems.
  7. Well-developed understanding and/or hands on experience with office processes, procedures and workflows.
  8. Ability to develop and maintain effective relationships with various levels of organizational members and diverse populations, including IHA staff and outside contacts.
  9. Possess knowledge of adult learning styles in order to facilitate development of effective educational sessions, with demonstrated ability to employ multiple teaching methods to provide effective education to different style learners.
  10. Ability to communicate effectively and professionally verbally, in writing and during a group presentation, including proper phone etiquette. Ability to present training, recommend findings to administration and share information among staff members.
  11. Ability to coordinate activities and work independently to complete projects requiring highly complex analysis.
  12. Ability to work collaboratively in a team-oriented environment; displays courteous, professional and friendly demeanor.
  13. Good organizational and time management skills to effectively juggle multiple priorities and time constraints in a fast-paced environment. Proficiency in planning, organizing and prioritizing workloads.
  14. Ability to exercise sound judgment and problem-solving skills.
  15. Ability to maintain any organizational information in a confidential manner.
  16. Successful completion of IHA competency-based program within introductory and training period.
  17. Ability to drive to other office sites.
  18. Ability to work non-traditional hours as needed.
